billing_mode in instances.settings (feature flag):

billing_mode = 'invoice': collectCreationFee() should skip the on-chain transfer and set collection_status = 'invoiced' instead. The fee then appears in the monthly invoice as a line item for off-chain collection. This gate is not yet implemented.
